Budget Controller – Budget & Revenue Department

Location: Abu Dhabi, UAE
Work Type: On-site
UAE Nationals Only

Job Responsibilities:

Develop strategic departmental plans and contribute to their implementation; prepare and monitor operational plans to align with university objectives.
Review and update departmental policies and ensure their implementation.
Regularly monitor performance indicators, prepare achievement reports, and submit them to the department manager.
Manage financial records and account records for university activities.
Implement approved financial policies, systems, and procedures related to revenue and accounting according to the financial procedures manual.
Record and monitor revenue in designated accounts, prepare budgets, audit and review all financial transactions before approval, and ensure accuracy of accounting entries.
Legally analyze and monitor accounts, ensuring compliance with all governmental and legal requirements.
Monitor daily bank reconciliations, account balances, daily transactions, and prepare necessary financial and accounting reports.
Interpret and analyze financial reports and present them to senior management.
Review project progress ratios, match them with signed contracts before disbursing payments, and implement any penalties or deductions.
Manage financial risks for the university.
Execute any other tasks assigned by the direct manager within their scope.

Skills Required:

Advanced proficiency in Microsoft Excel
Experience with Oracle ERP systems
Data query and management capabilities
Attention to detail
Ability to work effectively within a team

Experience:

Relevant experience in financial control, accounting, and budget management.

مراقب مالي – قسم الميزانية والإيرادات

المهام الوظيفية:

إعداد خطة استراتيجية للقسم والمساهمة في تطويرها، وإعداد ومتابعة الخطط التشغيلية لضمان توازنها مع أهداف الجامعة.
مراجعة وتحديث سياسات القسم وضمان تنفيذها.
متابعة مؤشرات الأداء بشكل دوري، إعداد تقارير نسب الإنجاز ورفعها لمدير الإدارة.
إدارة السجلات المالية وسجلات الحسابات الخاصة بأنشطة الجامعة.
تطبيق السياسات والأنظمة والإجراءات المالية المعتمدة المتعلقة بالإيرادات والإجراءات المحاسبية وفق دليل الإجراءات المالية.
قيد ومراقبة الإيرادات في الحسابات المخصصة، إعداد الميزانيات، مراجعة وتدقيق جميع المعاملات المالية قبل الاعتماد، والتأكد من صحة القيود المحاسبية.
تحليل ومراقبة الحسابات قانونيًا والالتزام بالمتطلبات الحكومية والقانونية.
متابعة التسويات اليومية لحسابات البنوك والأرصدة وحركة الحساب اليومي وإعداد التقارير المالية والمحاسبية اللازمة.
تفسير وتحليل التقارير المالية وعرضها على الإدارة العليا.
مراجعة نسب إنجاز المشاريع ومطابقتها بالعقود الموقعة قبل صرف الدفعات وتنفيذ أي خصومات أو غرامات.
إدارة المخاطر المالية للجامعة.
تنفيذ أي مهام أخرى يكلف بها المدير المباشر ضمن اختصاصه.
