1. Recruitment Assistant

Qualifications, Experience, Knowledge, and Skills:

  • Holds a Bachelors Degree and professional 
  • 3-5 years of experience in recruitment-related admin work and resume writing.
  • Exceptional written communication skills, including writing, editing, and proofreading.
  • Excellent organizational skills; attention to detail is a must.

2. Senior Surveyor / Civil / Asphalt / Infrastructure Inspector

General Description of Role and Responsibilities:

  • Monitor all civil engineering aspects of the project to ensure compliance with approved and proper standards.
  • Review and monitor variations to the work to mitigate time and cost impacts for any required changes.
  • Liaising with the other Inspectors and Project Engineers to provide support and guidance as required.
  • Liaising with the Structural Inspector to flag and rectify any issues which may affect the stability or function of any structural/civil components or systems.
  • Inspection of works relative to their portion of the project. 
  • Coordination with the Contractors Q/C personnel.
  • Assist in expediting of NOCs if they appear to be stalled or in delay.
  • Expedition of approvals from the Inspection Teams if it appears to be stalled or delaying the project.
  • Maintain registers of all submittals and testing, both on site and off site.
  • Maintain full site records, including daily site diaries in an approved format, and formal monthly progress photography.
  • Provide reports on the progress of the works.
  • Prepare reports related to administration and control related to the quality of the performed works.
  • Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.
  • Perform other duties as assigned by the line manager/supervisor.

3. Construction Permits & NOC, Senior Engineer

General Description of Role and Responsibilities:

  • Lead the complete permitting and NOC process for construction works, ensuring timely approvals from UAE authorities including DMT, UPC, ADM, ITC, DOT, Civil Defense, Police, Military, ADDC, ADSSC, EWEC, Etisalat, Du, GASCO, EAD, ADQCC, ADAC, AD Ports, and other agencies.
  • Coordinate with design consultants, EPC teams, and contractors to prepare, validate, and submit technically complete permit applications in alignment with project schedules.
  • Maintain an up-to-date, centralized tracker for all permits and NOCs, capturing submission status, comments, approvals, expiry dates, and renewal timelines.
  • Liaise with authorities, utility providers, and municipalities to resolve technical issues, address queries, and facilitate approval processes.
  • Provide strategic guidance on permitting risks, regulatory timelines, constraints, and mitigation measures to support project planning.
  • Ensure all documentation complies with authority standards and is submitted in the approved format, sequence, and platform (as applicable).
  • Track and communicate changes in regulations, authority requirements, and permitting procedures to all stakeholders.
  • Participate in coordination meetings to support cross-utility interfaces, resolve inter-agency conflicts, and ensure smooth project progress.
  • Support project execution by securing construction permits, road opening permits, utility clearances, and completion/NOC close-out approvals.

4. Operations & Maintenance (O&M) Engineer – EPC Projects

General Description of Role and Responsibilities:

  • Act as the principal liaison between Operations and EPC design teams to ensure O&M requirements are embedded into design and construction phases.
  • Evaluate and influence design to enhance asset reliability, safety, and maintainability throughout the project lifecycle.
  • Embed operational best practices and sustainability principles to optimize lifecycle costs, reduce operational expenditure (OpEx), and improve energy efficiency.
  • Review design documentation to ensure compliance with operational standards, performance targets, and regulatory requirements.
  • Support the development and implementation of O&M strategies, manuals, and procedures for major PPP and EPC infrastructure projects.
  • Conduct Life Cycle Cost Analysis (LCCA) to support design and asset management decisions.
  • Monitor and report on compliance with performance KPIs to mitigate operational risks and avoid penalties to the Special Purpose Vehicle (SPV).
  • Contribute to energy-efficient and smart infrastructure solutions through data-driven operational insights.
  • Collaborate with multidisciplinary teams to ensure maintainability, accessibility, and safety during operation and maintenance stages.

5. Planning Manager – EPC/Infrastructure

Requirements

  • Bachelor's degree in civil engineering or related field; Masters preferred. 
  • 10+ years of planning experience with strong consultant/PMC background in the UAE. 
  • Proven experience in major infrastructure projects (roads, highways, bridges, tunnels). 
  • Expert user of Primavera P6. 
  • Strong understanding of UAE construction methodologies, authority standards, and FIDIC contracts. 
  • Excellent communication, analytical, and reporting skills.
