Target Engineering is a major EPC (Engineering, Procurement, and Construction) contractor with specialised divisions that serve a wide range of sectors:

Workforce Welfare Officer

Key Responsibilities

• Ensure proper implementation of company policies and compliance with welfare policies, local laws, and ministry regulations.

• Maintain accurate documentation, filing, and record management for all audit-related materials.

• Represent the company during internal, client, and external worker welfare audits.

• Conduct welfare induction sessions, forums, and awareness programs for workers.

• Promote an inclusive and respectful workplace culture that aligns with company values.

• Prepare and distribute comprehensive worker welfare reports.

• Support the project worker welfare team with correspondence, meeting logistics, and audit coordination.

Qualifications

• Bachelor’s degree in Human Resources, Social Work, Industrial Relations, Public Administration, or a related field.

• 5–8 years of experience in a similar role within the construction or heavy industries (preferably oil & gas).

• Strong knowledge of UAE labor law and international workforce welfare standards (IFC, ILO, etc.), with exposure to Occupational Health & Safety.

• Proven experience in supervising teams and managing large workforce populations.

Skills & Competencies

• Strong leadership and interpersonal communication skills.

• Solid understanding of camp and welfare operations.

• Proficiency in investigation and conflict resolution.

• Multilingual communication skills (preferred: Arabic, Hindi, Urdu, Tamil, Malayalam, Tagalog).

• من 5 إلى 8 سنوات من الخبرة في دور مشابه ضمن قطاع البناء أو الصناعات الثقيلة (ويُفضل النفط والغاز).

• معرفة قوية بقانون العمل الإماراتي والمعايير الدولية لرعاية العمال (IFC، ILO، إلخ) مع إلمام بمعايير الصحة والسلامة المهنية.

• خبرة مثبتة في الإشراف على الفرق وإدارة أعداد كبيرة من العمال.

Key Responsibilities

• Engage in the engineering stage of projects to perform necessary quality reviews.

• Participate in the procurement stage for vendor documentation review and coordination.

• Prepare construction deliverables and manage on-site construction activities with support from senior engineers.

• Ensure the availability of required tools and consumables in coordination with the supervisor.

• Promote safety awareness among team members.

• Perform any additional tasks assigned by the immediate supervisor.

• Ensure compliance with ADNOC permit-to-work and job safety analysis requirements.

• Prepare lifting plans and ensure all control measures are in place.

• Verify that lifting equipment is maintained, inspected, and appropriate for use.

• Check load integrity and stability before lifting.

• Ensure all necessary inspection and test certificates are available.

• Confirm all personnel involved are competent, aware of their tasks, and briefed properly.

• Suspend operations if unsafe conditions or deviations from the plan occur.

• Monitor performance to maintain high standards and address challenges such as language barriers or inexperienced staff.

• Manage simultaneous operations that may affect lifting activities.

What We’re Looking For

• Experience: Minimum of 7 years in offshore and onshore lifting operations within the oil and gas EPC industry.

• Education: Bachelor’s degree or diploma in Mechanical Engineering or a related field.

• Expertise: Proven competency as an Appointed Person for lifting operations, including writing lifting plans and executing critical lifts. Strong knowledge of international lifting standards and safety procedures.

Interface Coordinator

• Develop and manage the Interface Management Plan and Interface Register.

• Facilitate communication between engineering, procurement, construction teams, and external contractors/vendors.

• Lead interface coordination meetings and workshops.

• Identify, track, and resolve interface issues to prevent delays and ensure alignment.

• Maintain interface tracking systems and generate regular status reports.

• Support risk mitigation efforts related to interface conflicts.

• Ensure compliance with project specifications, safety standards, and quality requirements.

What We’re Looking For

• Experience: Minimum of 8 years of extensive experience in the oil and gas EPC industry, preferably in the GCC region.

• Education: Bachelor’s degree in Engineering or a related field.

• Expertise: Proven experience in interface management across large-scale projects. Strong organizational, communication, and problem-solving skills. PMP or equivalent certification preferred. Familiarity with interface management tools.
